Garnett Newcombe
In 1997, Garnett Newcombe established Human Potential Consultants, L.L.C. (HPC) out of the desire to provide additional employment resources for individuals that were unemployed or underemployed, facing extra-ordinary challenges in navigating the employment seeking process and staying employed. Many of HPC’s target populations are classified as returning veterans and/or homeless veterans , persons with background, dislocated workers, emancipated youth 18 to 21 years of age and individuals with background issues. With this in mind, she placed a high priority on targeting governmental agencies that were workforce-centered and required assistance with transition individuals from government assistance program to self-supporting employment.
With Newcombe at the helm, HPC has grown from a very small firm operating with contract awards totaling $400,000 to a thriving, fiscally sound organization, currently operating with contracts totaling $18 Million until 2010 by offering services to government customers each year. Revenue and Sales from the above mentioned contracts will be approximately $3.2 Million by December 31, 2007.
Under Newcombe’s direction, her biggest obstacle was convincing government agencies and private organizations that HPC’s goal was not to replace a service, but to be used as an alternative enhancement to their already existing program. Today, HPC has established itself as an alternative resource for government and private industry. The company is one of only a handful “for-profit” firms that offer social service assistance ranging from pre-employment preparation, case management, workforce-centered projects, to staffing support services for governmental agencies. This achievement and persistence confirms that HPC implements the highest standards for all our customers.
Ms. Newcombe has over 20 years of experience in community outreach, recruitment and working with individuals classified as having extra-ordinary challenges with re-entering the workforce (i.e. persons with disabilities, dislocated worker, youth 17 to 25 years of age, persons with little or no work history and individuals on parole or probation). Her expertise in project management, program development, and research design and service delivery of various programs evolved while teaching at three (3) Southern California Community Colleges and a California State University, for more than ten years.
Ms. Newcombe is the co-author of Income Rights, Mothers’ Rights, or Worker’s Rights? Collective Action Frames, Organizational Ideologies, and the American Welfare Rights Movement Article published in Contemporary Social Problems, May 2003. Co-author: Impact of Welfare Reform from Two Perspectives: Welfare Mothers and Professionals; Welfare then and Now; Primary Investigator for Research Project: City of Carson Senior Citizen Needs Assessment. In addition, she has co-authored many of the HPC’s publications with her partner, Ms. Keener, to include Human Potential Consultants’ Employability and Work Preparation Workbook; Job Readiness and Self-Marketing Program Workbook; Job Club: Another Source.
Ms. Newcombe is active with a number of community-based social services arena, educational and human relations organizations and have received numerous awards, certificates of recognition, scholarships and honorary mentions for exemplary service and leadership form employers, universities, clubs and organizations.
